Buy a premade kit and you're buying two things: contents chosen by someone who thought about it, and a backpack chosen to hit a price point. The second one is where several of these kits have fallen down, and independent testers have flagged it more than once.
CNN Underscored rated one of the most complete kits in their test as the least comfortable to carry, because of thin shoulder straps and a narrow body. Reviewed described the Judy kit's pack as essentially a dry bag with straps, with a waist strap that sits more like a gut strap. Neither of those is a contents problem. Both decide whether the kit leaves the house.
How We Chose
Everything below serves the same single test: can the person it belongs to carry it, loaded, down a flight of stairs. We haven't tested standalone packs, and I'm not going to name a "best emergency backpack" I've never worn. What this page does is set out the specs that matter and report what independent testers found about the packs that ship inside premade kits — because those are documented, by people who bought them.
Four Specs, One Job
Capacity. Thirty to forty litres holds three days for one adult. Below thirty you're compressing; above fifty you'll fill it, and then you won't carry it. This is the spec people get wrong in the generous direction.
The harness. A loaded pack should sit on your hips, not hang off your shoulders. That needs a stiffened back panel or frame and a padded hip belt wide enough to wrap the iliac crest. A webbing strap across the stomach does nothing. It's a real difference between a hiking pack and a "tactical" pack at the same price.
Waterproofing. Roll-top closures and welded seams work. Rain covers work until you need one in the dark. Uncharted's Barron uses a welded roll-top and puts the contents in an insert that comes out as its own carrier — a design I'd rather have than a zip and a promise.
Access. A single top-loading tube means unpacking everything to reach the first aid kit. A panel-loading pack, or a kit with a labelled insert, is faster under stress. Uncharted prints instructions on the insert itself, which sounds like a gimmick and isn't.

What I'd Skip
MOLLE panels, unless you own the pouches and have checked the webbing width. Otherwise it's stitching that adds weight.
Hydration bladders in a bag that sits for years. They grow things. A bottle in a side pocket is easier to inspect and easier to replace.
Anything camouflaged. In an evacuation you may be at a shelter, a checkpoint or on a bus, and a plain pack draws less attention while carrying the same load. Practical? Yes. Exciting? Not remotely.

FAQ: Emergency Backpacks
What size backpack do I need for an emergency kit?
Thirty to forty litres for one adult for three days. Larger packs get filled, and a full 60 L pack is heavy to carry any distance.
Is a tactical backpack better for this?
Often no. Tactical packs frequently trade harness quality for webbing and pockets. At the same price, I'd expect a hiking pack to carry a load better.
Should the bag be waterproof?
Ideally welded or roll-top rather than a rain cover. Failing that, dry bags inside a normal pack work well and cost very little.
Can I just use a hiking backpack I already own?
Yes, and it's often the best answer. The harness is frequently better than on purpose-sold emergency packs, and the money goes into contents instead.
Do you test these backpacks?
